Information Given to High Needs ACOs for PY 2023 ACO REACH CAHPS

This announcement serves to inform our conditionally-approved vendors of recent CMS notifications to High Needs REACH ACOs regarding their current number of survey eligible beneficiaries as of mid-April.

CMS analyzed claims from each of the participating REACH ACOs to assess their number of survey eligible beneficiaries. Some of the High Needs Population REACH ACOs currently have fewer than the required 860 survey eligible beneficiaries. CMS notified these ACOs of their sample size and informed them to expect that their sample CMS will deliver to their survey vendor in August 2023 will contain approximately this number of beneficiaries.

Questions asked by participants during the 2023 Update to ACO REACH CAHPS Survey Vendor Webinar Training Session have been assembled in a summary document. Additionally, suggestions made by participants in the training evaluation from both the 2023 Introduction and 2023 Update trainings have been assembled in the document. CMS answers to questions and comments have been provided in the document. This summary document has been posted on the ACO REACH CAHPS website Training Materials webpage.

Reminder that ACO REACH CAHPS Quality Assurance Plan (QAP) is due by May 11, 2023

This is a reminder that training-approved survey vendors must submit their QAP for the Global and Professional Direct Contracting Consumer Assessment of Healthcare Providers and Systems (GPDC CAHPS) Survey no later than Thursday May 11, 2023.

Survey vendors must follow the format and required content provided in the online Model QAP Outline linked here: https://gpdccahps.org/Vendors/Model-Quality-Assurance-Plan-QAP.

For returning vendors: To ensure prompt review and acceptance of your QAP, please submit a tracked changes Word version not a .pdf or other format) that shows only the revisions you have made since your previously approved QAP.

Remember that you must also update your online ACO REACH CAHPS Vendor Application Form if you have changed key personnel and/or subcontractors, or other key information presented in your vendor application.

Update to PY 2023 ACO REACH CAHPS Sample Sizes for High Needs Population ACOs

This announcement serves to inform our conditionally-approved vendors for ACO REACH CAHPS in PY 2023 that CMS’ sampling specifications for High Needs ACOs have changed. Due to the increase in patient volume for some REACH ACOs, instead of sampling all survey-eligible beneficiaries as was done in PY 2022, CMS will sample all survey-eligible beneficiaries up to a maximum sample size of 860. If there are more than 860 survey eligible beneficiaries, CMS will take a random sample of 860 of these beneficiaries. This aligns with the sampling specifications for Standards and New Entrant ACOs.

Resources on the ACO REACH CAHPS website which discuss the sample size, including the Quality Assurance Guidelines for Vendors and the FAQs for REACH ACOs are in the process of being revised to reflect this change.

Reminder to Register for the PY 2023 Introduction to the ACO REACH CAHPS Survey Self-Paced Training Session

This is a reminder that application-approved Survey Vendors who are new to the ACO REACH CAHPS project must register for the PY 2023 Introduction to the Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) CAHPS Training. The training will be held in a self-paced format and will be available from April 4-7, 2023.

Note: On April 4^th all individuals who have registered for the Introduction Training Session on the ACO REACH CAHPS website will receive an email containing the webinar recording access instructions.

This Introduction training is mandatory for:

Key staff from vendors and subcontractors new to the ACO REACH CAHPS Survey in PY 2023.
New key staff from returning vendors and subcontractors (those that were approved for the GPDC CAHPS Survey in PY 2022).

This Introduction training is optional for:

Other staff from new and returning vendors and subcontractors

These staff must attend the PY 2023 Update to the ACO REACH CAHPS Survey Webinar Training.

Staff from REACH ACOs

Survey vendors must have their Survey Administrator/Project Manager pass a post-training certification exam. And for full approval, vendors must also submit a Quality Assurance Plan no later than May 11, 2023.

This is a reminder that application-approved Survey Vendors who are returning to the ACO REACH CAHPS project must register for the PY 2023 Update to the Accountable Care Organization Realizing Equity, Access, and Community Health (ACO REACH) CAHPS Survey Vendor Webinar Training. The training will be held once as a live webinar training session on April 4, 2023, from 12 to 2PM ET. The training agenda will be posted on the ACO REACH CAHPS website at the end of March. Only staff from application-approved Survey Vendors are permitted to register for this training session. As a reminder, the application period has closed for PY 2023.

This Update training is mandatory for:

Key staff from returning vendors and subcontractors (those that were approved for the GPDC CAHPS Survey in PY2022).

This Update training is optional for:

Key staff from vendors and subcontractors new to the ACO REACH CAHPS Survey in PY 2023.
